Over the years, ECMWF’s partnership with the European Union has grown, and in 2014 ECMWF became an entrusted entity to operate the Copernicus Atmosphere Monitoring Service (CAMS) and the Copernicus Climate Change Service (C3S) on behalf of the European Commission until mid- 2021 and ECMWF is preparing plans for the next phase of the Copernicus Programme for the period 2021-2027.

ECMWF currently operates from its headquarters, located in Reading, UK, and its data centre located in Bologna, Italy. Over the course of 2021, ECMWF will be opening additional new premises in Bonn, Germany.

Copernicus is the European Union (EU) flagship Earth-observation programme. The Copernicus programme ensures operational monitoring of the atmosphere, oceans, and continental surfaces, and provides reliable, validated information services for a range of environmental and security applications. Based on the exploitation of space based and in situ observations and models, Copernicus provides information services for land, marine, atmospheric and climate monitoring, as well as emergency management and security. 3. Summary of the role

ECMWF has an exciting new position as Co-ordinator of the CAMS National Collaboration Programme, which sits within the Copernicus Department.

The role will contribute to the ECMWF Copernicus user engagement activities by managing the CAMS National Collaboration Programme, which is being established to support the uptake of air quality and greenhouse gas products by national public authorities in Europe, and to dovetail CAMS activities with corresponding ones at national level. CAMS operates in areas that are highly relevant for environment and climate policies to ensure consistency between information provided at European and national levels essential for sound public information.

The main specific objectives of the CAMS National Collaboration programme are twofold:

  • to support the uptake of CAMS products at national level, particularly the regional air quality forecasts and the anthropogenic emissions of pollutants and greenhouse gases (CO2 and CH4);
  • to evaluate CAMS products at national level, to provide feedback for their continuous improvement, and to complement them with additional refinements or local downscaling capabilities, which can potentially be shared with the wide range of CAMS users.

CAMS will provide resources to the countries by means of contracts with the ministry(-ies) or agency(-ies) in charge of the air quality and pollutant/greenhouse gas emissions portfolios. This will concern in principle all the countries of the European Union, as well as the countries participating to the Copernicus programme.

The role of the Co-ordinator of the CAMS National Collaboration Programme is to ensure that the programme is designed and then implemented in a way that is scalable for managing activities of about 30 parallel contracts. Importantly, the implementation of National Collaboration Programme will be supported by the different relevant CAMS service elements and the Programme will grow during the course of the 7 years until mid-2028. Finally, it will channel feedback from the national public authorities for the continuous evolution of the products, feeding into the CAMS User Requirement Database (URDB).

The role will also involve liaising with key stakeholders at European level, prominently the European Commission (including DG-DEFIS, DG-ENV, DG-CLIMA, JRC) and the EEA. The National Collaboration Programme will provide help and support in the facilitation of exchanges between the national and the European levels on topics such as reporting about emissions and atmospheric concentrations exceedances.

The successful candidate will work closely with other colleagues within the Copernicus Department to keep abreast of the latest technical and scientific developments and communication strategies, as well as providing adequate feedback on user requirements in scope of quality assurance.

Furthermore, this role will involve working closely with the ECMWF’s User Services Section to ensure that the support needs of participating countries are properly anticipated and catered for.

The position will be based in Bonn, Germany, with regular interaction with staff based at the HQ in Reading, United Kingdom. Frequent travel to Brussels will be required to interact and collaborate with European Institutions and relevant Member States representatives meeting regularly there.

4. Main duties and key responsibilities

  • Designing a detailed implementation plan including the processes for establishing the CAMS National Collaboration Programme;
  • Acting as a Technical Officer for CAMS contracts with Member States relating to the National Collaboration Programme and supporting the achievement of the objectives;
  • Managing and liaising with DG-DEFIS, DG-ENV, DG-CLIMA, JRC and the EEA (and other Organisations, as appropriate) about the CAMS National Collaboration Programme;
  • Organising, assembling and consolidating the reporting to the European Commission about the CAMS National Collaboration Programme;
  • Collaborating with the Copernicus Communication Team and the ECMWF User Service Section for delivering the CAMS National Collaboration Programme and communicating any outcomes;
  • Managing the collection and analysis of feedback about CAMS products and services resulting from the National Collaboration Programme;
  • Contributing to other user engagement activities, including presenting and showcasing CAMS products and services at workshops and events and the creation of an overarching framework and strategy for partnerships with countries and stakeholders in general.

6. Qualifications and experience required


  • An advanced university degree in atmospheric sciences, environmental engineering, or other relevant scientific discipline is required.


  • Demonstrated experience of managing projects, ideally in an international context;
  • Demonstrated experience of managing a team or staff;
  • Demonstrated experience of engaging with public stakeholders and agencies at national and European level and advanced knowledge of the European environment & climate policies;
  • Good understanding of the scientific aspects underpinning air quality and emissions products as well as of their relevance in the European policy context;
  • Understanding of the Earth Observation data value chain, including aspects on data access infrastructure;
  • Some experience of engagement within the Copernicus programme would be an advantage.

Knowledge and skills (including language)

  • Candidates must be able to work effectively in English and interviews will be conducted in English;
  • A good knowledge of one of the Centre’s other working languages (French or German) would be an advantage.

7. Other information

The successful candidate will be recruited at the A3 grade, according to the scales of the Co-ordinated Organisations and the annual salary will be EURO 92,770.32 net of tax.

Starting date: 1 July 2021, or as soon as possible thereafter.
Length of contract: Four years, subject to signature of the Contribution Agreement between ECMWF and the European Commission for the implementation of CAMS over 2021-2027 and availability of funds.
Location: The position will be based in ECMWF’s duty station in Bonn, Germany. With the duty station in Bonn currently expected to open in summer 2021, the successful candidate may be asked start in Reading initially.
