DUTIES AND RESPONSIBILITIES

Under the supervision of the Director of the Climate and Water (CLW) Department, the incumbent plans, manages, and organizes the work of the Hydrological Forecasting and Water Resources (HFWR) Division and such other duties as may be required. The incumbent will perform the following duties:

  • Manage the Secretariat's activities related to hydrological forecasting and prediction, support the Flood Forecasting Initiative as well as the Flash Flood Guidance System (FFGS);
  • Guide and coordinate WMO activities related to supporting the management of water resources and their assessment;
  • Guide, coordinate and review activities for the integration of end-to-end hydrological and hydro-meteo-climate value chains from data to services, including the WMO Hydrological Status and Outlook System;
  • Support WMO governing bodies, including support to other relevant WMO bodies, and coordination and support of specific projects in the area of hydrological forecasting and prediction as well as assessment and management of water resources;
  • Manage the Associated Programme on Flood Management (APFM) and related Integrated Flood Management elements;
  • Liaise with other international organizations active in relevant fields, in particular, the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the International Association of Hydrological Sciences (IAHS);
  • Provide support and backstopping to WMO technical assistance, country support services as well expert services as required, including the undertaking of sectoral advisory missions;
  • Carry out other relevant duties as required.

QUALIFICATIONS

Education

Masters degree or equivalent from a recognized university or technical institute in hydrology, water resources engineering, civil engineering, or closely related fields of any of the aforementioned. A Ph.D. or equivalent would be an advantage.

Experience

At least 10 years of combined national and international progressively responsible experience in water-related activities acquired in both an international organization and in a National Hydrological Service or similar institute, related in particular to hydrological forecasting and prediction and/or water resources management. Specific experience in flood forecasting or floodplain management and in the management of a Hydrological Service would be an advantage. Experience in developing and working in projects involving operational hydrology or similar activities would also be an advantage.

Other requirements

Excellent managerial, supervisory and organizational skills. Sense of responsibility, maturity of judgment, initiative and originality of ideas. Solid experience organizing and managing work programmes. Excellent communication and interpersonal skills. Ability to write clear and succinct reports, documents and correspondence. Demonstrated ability to foster international cooperation. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages

Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.
